For unincorporated parcels the county publishes a formula rather than a fixed figure, in Bingham County Code Title 8, §8-1-2-1: (elevation ÷ 100) − 5. Blackfoot at 4,498 feet: 4,498 ÷ 100 = 44.98, minus 5 = 40 psf. The county’s adopted formula gives 40 psf; the 2015 University of Idaho study calculated 28 psf for the same town. Once again the adopted number is the higher one, and the adopted number is the one your permit is judged against.
The rest of the criteria set matters as much as the snow number and gets discussed less. A 30-inch frost depth sets how deep every footing goes.
